the Negroes should know, that however numerous they are in some parts of these Southern States, they, yet, are not, even including all descriptions, bond and free, in the United States, but little more than one sixth part of whole number of Inhabitants, estimating that number which it probably now is, at Ten Millions; and the Black and Couloured Population, according to returns made at 1,780,000; That their destitution in respect to arms, and the knowledge of using them, with other disabilities, would render their physical force, where they all united in a common effort... That there are multitudes of the best informed and truly religious among them, who, from principle, as well as from prudence, would not unite with them...
